Oakland district enters five-year agreement with OCR to address disproportionate suspension rates of black students

The San Francisco Chronicle reports that in the face of a civil rights investigation for disciplining black students more harshly than their white peers, the school board for the Oakland Unified School District recently voted to accept five years of federal monitoring as the district attempts to address the problem.

NAACP’s federal complaint claims entrance exam for New York City’s elite schools is racially discriminatory

Reuters reports in the Huffington Post that the NAACP has lodged a complaint with the U.S. Department of Education charging that the admissions test for New York City’s specialized high schools discriminates against African-American and Latino students.

ED’s Office for Civil Rights issues guidance on enrollment practices

The U.S. Department’s Office for Civil Rights (OCR) has issued a “Dear Colleague” letter, fact sheet, and question and answer document on school district enrollment practices cautioning against practices that may discourage undocumented students or parents from enrolling students in school.

U.S. Secretary of Ed criticizes North Carolina school district’s decision to drop diversity plan

U.S. Secretary of Education Arne Duncan, in a letter provided to the Washington Post and Associated Press (AP), criticized the Wake County School Board’s (WCSB) decision to eliminate its “busing for diversity” student assignment system, reports the AP in Education Week. Duncan said, “America’s strength has always been a function of its diversity, so it is troubling to see North Carolina’s Wake County school board take steps to reverse a long-standing policy to promote racial diversity in its schools.”
