The Associated Press reports that Rhode Island has joined 20 other states considering bills this year to adjust penalties for teen sexting. The legislation working its way through the Rhode Island General Assembly would make sexting by minors a juvenile offense similar to truancy.

Washington’s cash incentive dropout prevention bill goes to governor for signature

According to the Columbian, Washington’s Senate has approved legislation addressing the problem of school dropouts by offering schools and school districts that lower their dropout rates cash awards. After the House passed House Bill 1599, the Pay for Actual Student Success Act, the Senate approved the legislation in a 40-6 vote. HB 1599 is now headed to Gov. Chris Gregoire’s desk.

Federal appellate court upholds qualified immunity for police officers who searched members of high school soccer team with coach’s consent

A three-judge panel of the U.S. Court of Appeals for the First Circuit, in a 2-1 split, has ruled that police officers who searched members of a high school soccer team were entitled to qualified immunity from the team members’ claims of violation of their Fourth Amendment search and seizure rights and their Fourteenth Amendment equal protection rights.

Rhode Island school board votes to keep prayer banner at high school, run risk of ACLU suit

The Cranston School Committee (CSC) has voted 4-3 to keep the prayer banner displayed at Cranston West High School (CWHS) and one at Hugh B. Bain Middle School, says the Providence Journal. The constitutional squabble broke in July when the Rhode Island affiliate of the American Civil Liberties Union (ACLU-RI) asked the district to remove the prayer, saying it violates the First Amendment and the constitutional principle of separation of church and state. The prayer, which calls on “Our Heavenly Father” to guide students, has been posted in the Cranston West auditorium since the it opened in 1963.
