Union sues Idaho district claiming teachers pressured to accept furloughs violating state law

The Nampa Education Association has sued the Nampa School District, in Idaho, claiming teachers were pressured to sign an addendum to their master contracts agreeing to as many as four voluntary furlough days between January and May 2013, in violation of a state Department of Education rule requiring deviations from the master contract to be approved by the State Superintendent.

Federal district court upholds most of Arizona statute prohibiting race-related curricula; strikes down one section

A federal district court in Arizona has granted the state’s motion for summary judgment, dismissing the plaintiffs’ claims that a particular statute, which limits school districts’ ability to provide certain race-related curricula, violates their First Amendment speech rights and Fourteenth Amendment due process and equal protection rights.

Idaho voters reject state superintendent’s education reforms

According to an Associated Press report in Seattle’s Pilot Intelligencer, voters in Idaho rejected all three of Superintendent of Public Instruction Tom Luna’s education reforms. Luna’s plan to spend $180 million to lease laptops for high school students and create online-class mandates was turned down by 2/3 of voters. They also voted against his proposals to limit teachers’ collective bargaining rights and merit pay for teachers.

The Wisconsin State Journal reports that Dane County Circuit Judge Amy Smith has ruled that the law giving Wisconsin Governor Scott Walker power to oversee the rulemaking authority of the state superintendent of public instruction violates the state constitution.

Idaho teachers’ unions see membership numbers drop

According to an Associated Press (AP) report on NECN.com, a number of teachers’ unions in Idaho have seen a decline in membership, leaving some without the simple majority they need to bargain with the school district. Union leaders said the decrease is not necessarily a result of new school reform legislation that has gutted the unions of collective bargaining powers.

C.L. “Butch” Otter and state Superintendent Tom Luna challenging the constitutionality of a new law that phases out teacher tenure and wipes out collective bargaining over salaries and benefits.

Arizona official finds Tucson’s Mexican studies program violates new ethnic studies law

On his final day as state superintendent of public instruction, Tom Horne, Arizona’s new attorney general, issued a finding, says the Tucson Sentinel, that Tucson Unified School District’s (TUSD) Mexican-American studies program violates the state’s new ethnic studies law. Horne’s findings conclude TUSD “Raza studies” program violates the law’s requirement that classes not be “designed primarily for pupils of a particular ethnic group.” However, TUSD’s school board has steadfastly maintained its ethnic studies programs comply with the law.

Arizona requiring some students from Mexico border area to provide proof of residency before attending public school

According to an Associated Press (AP) report on KSWT 13, the State of Arizona is requiring students living in Lukeville, on the Mexico border, to provide proof of their Arizona residency before attending school in Ajo Unified School District (AUSD).
