Indiana school district plans to bar charter student transfers after September 2011 in defiance of state law

The Indianapolis Star reports that Indianapolis Public Schools (IPS) plan to block charter school transfers after September 2011, even though state education officials say the policy is illegal. Superintendent Eugene White insisted that only legal action would force IPS to drop the plan. White argues the action is necessary because charter schools too often collect state aid for students who transfer to IPS after the official enrollment count, which is taken in September and on which funding is determined.

ED’s Office for Civil Rights issues guidance on enrollment practices

The U.S. Department’s Office for Civil Rights (OCR) has issued a “Dear Colleague” letter, fact sheet, and question and answer document on school district enrollment practices cautioning against practices that may discourage undocumented students or parents from enrolling students in school.
